Mission Statement The overall mission of RTCA, through its councils and chaplains, is to make disciples for Jesus Christ through teaching, preaching, and ministering to the spiritual, emotional, physical, social, and educational needs of those persons involved in all aspects of the horse racing industry.
Background Statement
  • Founded in 1972 by "Salty" Roberts in FL.
  • Dr. Enrique Torres served as full-time executive director, 1999-2011.

  • In December 2009, the RTCA National Headquarters relocated from Hollywood Park (CA) to Georgetown College (KY); and in January 2011 found its permanent home in Lexington, Ky.
  • RTCA National sanctions 41 chaplains who serve at nearly 68 racetracks and training centers.

Top accomplishments for 2011:
 
1. Grew from 12 to 25 affiliated chaplaincies serving 68 racetracks.
2. Managed yet another balanced budget resulting from careful fiscal behavior.
3. Hired an exceptionally well-qualified executive director.
4. Improved responsiveness and service to councils and their chaplains.
 
Priority Goals for 2012:
 
1. Evangelism and Discipleship Festivals at nine horse racetracks
2. Leverage a $750,000 challenge grant to secure a core of support through 2015
3. Establish a self-governing Supporting Fund for RTCA, for pursuit and management of major gifts.
4. Enhanced Chaplaincy School, an annual intensive training for chaplains and council members.
Needs Statement
1. $50,000 funding for six evangelism festivals, one at each of six racetracks; and for follow-up support to those same six councils.
2. $30,000 for annual accounting compliance and legal services for all 26 affiliated councils.
3. $5,000 title sponsor for a marquis evangelist to headline the 2013 Chaplaincy Family Banquet.
CEO/Executive Director Statement
RTCA is the corporate identity for some 26 chaplaincies in 23 states.  These chaplaincies are locally-managed and semi-autonomous, relying heavily on the organization of affiliated members for basic ministry tools, training, professional services, and maintaining the quality and integrity of the chapains corps.
Board Chair Statement
RTCA has a 40-year history as a grassroots organization, affecting lives on the backside of racetracks across the nation.  As an organization of affiliated councils, RTCA provides service, support, tools and resorces essential to the effective delivery of impactful ministry at the racetracks.  In short, councils can accomplish collectively a lot more than they can on their own.

To ensure the quality and integrity of the Chaplain Corps, RTCA engages in recruitment of ordained and denominationally-endorsed ministers to serve as chaplains, then carefully reviews and verifies their credentials, including a thorough reference check and a criminal background check.

To ensure adequate program and ministry funds, RTCA allocates a significant portion of its annual operating budget for chaplaincy programs.  It distributes those funds directly to its affiliated councils via "council accounts" using a formula based on the number of days a racetrack's backside is open with workers.

RTCA publishes (1) a Council Operations Manual, (2) a Chaplaincy Guide for Effective Fundraising, (3) a devotional for racetrackers, titled Daily Oats, and (4) distributes thousands of Spanish/English Bibles annually.  This ensemble makes racetrack chaplaincy an almost turn-key operation, when properly implemented.
